I have spent more than 29 years in corrections and criminal justice, including 25 years in the federal system. I have more than 16 years administrative experience, including more than six years in an executive management role (organization, budget, IT, HR, procurement, and property), all at the federal level with U.S. Probation & Pretrial Services, District of Utah. I have overseen/supervised all three aspects of the federal probation system: pretrial, pre-sentence, and post-conviction supervision. As Deputy Chief, I worked jointly with the Chief and Assistant Deputy Chief in rebuilding the structure of the office and creating a strong culture of trust, loyalty, and high morale through the development of new performance appraisals, office values, and an employee-run action summit committee. I have testified as an expert witness regarding security threat groups (prison gangs, street gangs, outlaw motorcycle clubs, etc.) in state and federal court, and I have instructed at the National Gang Symposium on the proper identification and supervision of gang members. I assisted in the development and formation of the Sex-Offender Unit in the District of Utah due to the high number of sex offenders on federal supervision. I have overseen the Location Monitoring Program, Cyber and Internet Monitoring Program (including the establishment of memorandums of understanding with 12 other districts for forensic inspections), Search Program, Firearm and Safety Program, Training Division, and Evidence-Based Practices (including specialty/reentry courts) in the District of Utah. I have been responsible for or a part of the development of the majority of the district’s local policies and procedures. I developed high-intensity and low-intensity specific caseloads, with the high-intensity officers supervising high-profile security threat group members, individuals with a history of violence, and/or large drug distribution cases. As part of the high-intensity caseload, I developed a specialty court for quicker judicial intervention. I currently instruct at Weber State University as an Adjunct Professor in the Criminal Justice Department, focusing on classes in Criminal Justice Leadership and Management, Corrections, and Gangs in America. I have served as head varsity basketball coach, assistant varsity basketball coach, head junior varsity basketball coach, and head sophomore basketball coach at Roy High School over the span of nine years, 2010-11 season through 2018-19 season, winning region in 2014 and making it to the state quarterfinals on three occasions.
