Xavier Baldwin

Xavier Baldwin, P. E., Assistant General Manager City of Burbank Water and Power (BWP) I have has over 43 years electric utility experience including: more than 32 years as an engineering manager with Burbank Water and Power, 4 years as a system planning engineer with Southern California Edison, and 7 years in both transmission design and system planning with Los Angeles Department of Water and Power. During my employment with BWP, I have been responsible for system planning and operations engineering, power contracts, load forecasting, resource planning, electric rate design, and project management of Burbank’s Lake 1 LM-6000 combined cycle unit and increasing the capacity of Burbank’s interconnection from 240 MA to 806 MVA. I am familiar with SCADA/EMS systems and served as energy control center manager from 1997-2001. As the AGM for Power Supply I was responsible for the energy control center, the BWP power plant, with its four generating units including a jointly owned 308 MW combined-cycle unit, and the division’s portion of the over-all Smart Grid Program. I am now responsible for development and training. I also serve as BWP’s NERC Compliance Officer. He is a registered professional engineer in electrical engineering in the State of California and a Life Member of IEEE. Specialties: Electric system planning and operations
