Alvin J. Greenberg has a B.S. From the University of Illinois and a Ph.D. From the University of California San Francisco. He conducted postdoctoral research in neurotoxicology and also attended the prestigious Lovelace Institute of Inhalation Toxicology in 1980. He is Board Certified as a Qualified Environmental Professional (QEP, emeritus). Dr. Greenberg was Chair of the Bay Area Air Quality Management District Hearing Board, a Member of the California Occupational Health and Safety Standards Board (appointed by Governor Brown), and Assistant Deputy Chief for Health, Cal-OSHA. He was appointed as a member of several state and federal advisory committees, including the Cal/EPA Department of Toxic Substances Control Program Review Committee, the DTSC Integrated Site Mitigation Committee, the California State Water Resources Control Board Bay Protection and Toxic Cleanup Program Advisory Committee, the California EPA Advisory Committee on Stochastic Risk Assessment Methods, the U.S. EPA Workgroup on Cumulative Risk Assessment, the Cal/EPA Peer Review Committee of the Health Risks of Using Ethanol in Reformulated Gasoline, and the California Air Resources Board Advisory Committee on Diesel Emissions. His expertise in process safety management has led to his service in conducting off-site consequence analyses/root cause analyses for many accidental release scenarios and investigations of chemical releases/explosions/fire for both Cal OSHA and the California Energy Commission. He has prepared CEQA and NEPA documentation for many projects, including gas-fired and solar power plants in the California desert a coal gasification plant, and simple freeway right-of-ways and shopping malls in the areas of Hazardous Materials Management, Worker Safety/Fire Protection, Public Health and Safety, Infrastructure Security, Glare Risk Assessment, Impacts of Solar Flux on Avian Species, Hazardous Waste site characterizations, and gas pipeline safety review and evaluation. He has also conducted numerous power plant inspections and incident investigations for the California Energy Commission. Dr. Greenberg has served as an expert witness in toxicology and human health risk assessment in California Superior Court, U.S. District Court, and has provided expert assistance for the California Office of Attorney General on Proposition 65 cases. From 2019 to the end of 2021, he served as a Safety Monitor for the California Energy Commission on the construction of a solar Photo Voltaic power plant and the demolition of two aging solar power plants in the Mojave Desert.
