Mr. Smith is a biologist with experience conducting biological surveys, habitat assessments, regulatory permitting, and habitat restoration. He has participated in numerous wetland delineations and constraints analyses, supervised non-native plant species removal, conducted surveys and monitoring for threatened and endangered bird, reptile, amphibian, and plants species, and assisted in acquiring environmental permits for projects in Southern California. Mr. Smith’s experience includes conducting focused protocol surveys for burrowing owl, southwestern willow flycatcher (Empidonax traillii extimus), least Bell’s vireo (Vireo bellii pusillus), western yellow-billed cuckoo, and desert tortoise as well as performing general nesting bird surveys, surveys for sensitive plants, and conducting habitat assessments and vegetation mapping of native habitats for projects located throughout southern California. Additionally, Mr. Smith has experience conducting jurisdictional delineations pursuant to the 1987 U.S. Army Corps of Engineers delineation manual and the 2006 Supplement Arid West Region for numerous projects in Orange, Riverside, Los Angeles, and San Diego Counties, serving as primary biological monitor on numerous development projects with the role to ensure compliance with agency permit conditions for the benefit of natural resources within or adjacent to proposed or existing development areas, and conducting monthly, quarterly, and annual monitoring of various mitigation sites in southern California using the transect method.
