Bill Brownsberger

In 2014 Bill partnered with Ron Fagan to become part of Fagan Consulting, bringing Toll Systems Consulting expertise to the company. Fagan Consulting specializes in tolling systems and operational consulting, with 15+ consultants on staff supporting agencies across the US and abroad. Bill has over 20 years’ experience providing consulting and implementation services for ETC projects as a PM and consultant on procurement, design, implementation, commissioning, operations, warranty, auditing and maintenance of ETC systems. Bill and the Fagan Consulting team work with tolling agencies on all aspects of ETC Systems including roadside and back office systems development & testing, change order scope/management & contracts negotiations. Bill’s experience includes project management, hardware/software/network engineering including AET and HOT projects, back office systems requirements development, process improvement and technical supervision. Bill has worked with Public/Private Partnerships, new system implementations, existing system testing/auditing and enhancements, regional, statewide and national operational and systems interoperability projects. Bill also has hands-on experience implementing electronic toll collection systems while employed at a toll systems integrator. Bill was a board member of OmniAir Certification Services and has been very involved in that organization’s certification programs for toll industry RFID products. Bill was also involved in IBTTA’s National Interoperability effort as an active member of both the Roadside and Back Office subcommittees. Bill provides technical support for the 6C Toll Operator’s Coalition and was one of the primary developers of the current 6C tag programming standard used in tolling.
