EXPERIENCE: I have nearly 40 years of progressively responsible experience in all aspects of operating, directing and managing public utility organizations in Baltimore City, Anne Arundel County, St. Mary's County and Charles County Governments, and in Maryland Environmental Service’s Southern Region. My experience, skills and knowledge of Public Administration include the following:Develop budgets to ensure adequate funding for monitoring, directing and managing the overall operations, maintenance, growth, and regulatory compliance programs for municipalities.Participate in executive level staff meetings and ensure effective communications throughout government organizations to encourage a team approach to resolve issues requiring action from multiple agencies.Administer and direct all aspects of personnel management in the public sector including analyzing staffing resource needs, preparing Job Descriptions, developing performance evaluation programs, recruitment and discipline.Prepare public information documents and conduct public hearings, facility tours and/or speaking engagements for civic, environmental and educational groups. Prepare documents and make presentations to political governing bodies to assist with decision making, policy development, and reporting on issues of importance to the community. Develop public information programs to increase transparency of operations and improve communications between the community and governing bodies.Proficient with a variety of computer software/hardware and other innovative technological systems used to manage modern organizations and provide staff or governing bodies with a variety of tools needed to ensure the efficient and effective delivery of services.
