Cindy Jacobs Ph.D., M.D.

A big-picture, international pharmaceutical executive, board member, and board candidate, Dr. Jacobs has a deep contextual intelligence (public and private companies) of strategy, risk and regulation. She integrates strategies with a people-first approach to deploy change management approaches, tools, and processes—especially in partnerships, acquisitions or reverse mergers with integrative procedures that engage management, employees and all stakeholders to deliver results. Dr. Jacobs is currently the President, Chief Medical Officer and a Director on the Board of Achieve Life Sciences, Inc. Her primary focus as the President & Chief Medical Officer is to accelerate clinical development, regulatory approvals and commercial growth for a smoking cessation aid that can bolster world-wide heath care directives. Dr. Jacobs is also the Founder of Eagles Ridge Executive Consulting L.L.C. Which advises on C-suite leadership and corporate strategic product development for early-stage companies. She is Chairman of the Board for Pacylex Pharmaceuticals Inc and an independent Board Director for HiberCell Inc. She was previously a Director for Renown Pharma Inc, a private UK company focused on Parkinson’s Disease. She is Co-Chair for Executive WIB (a non-profit organization promoting women leadership) and a member of NACD, Equilar, Boardwise, BoardProspects, and other associations. Career highlights: • Clinical Development: submitted 20+ INDs, led to 6 new product or label expansion market approvals. • M & A: completed and integrated companies in 5 acquisitions or reverse mergers. • Joint Ventures: 6 total with steering leadership roles with GSK and Teva Pharmaceuticals. • Indications: Led strategies for immunopathology and oncology fields, plus infectious disease, cancer vaccines, and addiction/public health. Over 30 years’ experience in Biotechnology/Pharmaceutical industry with regulatory success in BLA, PMA/NDA and MAA submissions leading to several FDA license approvals, follow-on European approvals, and one Canadian approval. Specialized expertise in drug development for immunopathology, oncology, and addiction indications (see attached resume and biography). Direct experience with joint ventures with large Pharmaceutical companies, including leadership and participation on various strategic Joint Steering Committees in early, mid and late –stage product development.
