My academic interests center on the links between public participation mechanisms, administrative law and litigation, and regulatory agenda-setting. My dissertation is the first large-scale empirical study of petitions for rulemaking in the American administrative process, and it examines a number of questions related to agency responsiveness to petitions, the efficacy of petitions as a mechanism of agenda change, and the role of federal court oversight of petition processing. As part of my interest in the linkages between public participation, administrative law, and regulatory agenda-setting, I have a long-standing interest in democratic theory and its application to the regulatory process which has prompted another project on whether agonistic democratic theory provides a model on which innovations in administrative process could be built.
