Deborah M. Higgins

I am the President, Founder and Chief Investment Strategist of Higgins Capital Management, Inc. We are a woman owned Broker Dealer and a Registered Investment Adviser. I help California Local Agency Governments with their Fixed Income Investments, Investment Strategies and Investment Policy creation and compliance. I have helped more than 100 Local Agencies since 1985. This high level of professionalism gives me the experience to help affluent women investors and their families with their conservative financial planning and investment management. I grew up in an Army family with Native American roots. My father died when I was 13-years old. His early death caused my family to endure suffering and deprivation. I worked my way through college. At 28-years old I left the family home in Georgia and moved to San Diego to advance my career in finance. I know hardship. I know the value of money. I know the importance of putting client values first. I live the fiduciary model. I joined a Merrill Lynch in 1983 after working for 9-years as a banker. While working with high net worth families, I founded an Institutional Group in San Diego that provided investments and investment management to Government Local Agencies, banks and corporations. After 13-years of flawless work, I founded Higgins Capital Management, Inc. In 1996. My vision is to bring the dedication of a woman owned small business to the investment process. I believe that part of this holistic approach is to give back to our community. I am a founding member of Miracle Circle the innovative leadership group that was created to support Miracle Babies. Miracle Babies is a non-profit that provides assistance to women with critically ill babies in the neonatal intensive care unit. I have served as a Board Member and Treasurer of the Center for Community Solutions. This non-profit works to end violence against women. To support women in business I have served as the Treasurer and Board Member of the National Association of Women Business Owners in San Diego. I am a member of the American Indian Chamber of Commerce. I am a member of National Defense Industrial Association’s Women in Defense. I bring this lifelong commitment to giving back to California Local Agencies. I have been an active member of The California Association of County Treasurers and Tax Collectors, The California Municipal Treasurers Association and The California Society of Municipal Finance Officers.
