Elizabeth Flashner

I am a researcher, analyst, and quality control manager with expertise in healthcare policy review, process implementation, and technical support. Throughout my career, I have researched and evaluated projects, programs, grants, and laws focusing on healthcare policies and practices, hospital operations, and national healthcare evaluations, decisions, and reform initiatives. My scope of experience also includes juvenile justice, housing policies, state and federal legislative processes and laws. As a researcher and analyst, I have contributed to multiple complex grants and projects by leading and organizing data collection, interpreting requirements, authoring reports, and planning processes for implementation and compliance. In collaboration with high-level officials, I have provided subject matter expertise for the technical assistance teams on Phase I of the Virginia Heath Reform Initiative (VHRI), researched the Affordable Care Act (ACA) provisions, and served on the data submission and reports team for the 2016 Hospital and Medical Office surveys under AHRQ Survey of Patient Safety (SOPS). My strengths include analyzing situations and information, improving processes, and asking the right questions. I truly enjoy deep diving to find information and following processes to completion. It is important to me to build understanding around what is happening and why. In healthcare and policy, I strive to find solutions for process issues based upon how they relate to content, user experience, and needs. With a broad understanding of how the healthcare system works, I care about the big picture and its contributing details. I still have questions along with a drive to make health care access and quality of healthcare better. My experiences have allowed me to understand the voice of the patient and guide policies for underserved demographics
