Ms. Fraser has over 10 years of experience as an environmental biologist in southern California and the greater southwestern U.S. Region. She currently serves as a biologist for the AECOM San Diego office and supports staff on a variety of natural resource and environmental related projects for a diverse group of clients. She has considerable environmental consulting experience specializing in the areas of biology and ecology and has conducted various field surveys including habitat assessments, focused and/or protocol surveys for sensitive-species (including desert tortoise, arroyo toad, western burrowing owl, coastal California gnatcatcher, least Bell's vireo, southwestern willow flycatcher, western snowy plover, California least tern, light-footed Ridgway's rail, and quino checkerspot butterfly), nesting bird surveys, wildlife inventory assessments, pre- and post-construction surveys, and rare plant surveys. In addition, Ms. Fraser performs on-site biological and compliance monitoring associated with large-scale construction projects to ensure compliance with project permit specifications for clients including the San Diego Water Authority, San Diego Gas & Electric, and Southern California Edison. Ms. Fraser has previously held Federal Recovery Permits to independently survey for, and monitor nesting activities for, western snowy plover and California least tern; and is currently permitted to conduct protocol surveys for coastal California gnatcatcher. In addition, Ms. Fraser has been previously authorized by the U.S. Fish and Wildlife Service as a desert tortoise handler in both California and Nevada and is currently authorized as a flat-tailed horned lizard bio-monitor. Ms. Fraser has also been granted a Scientific Collecting Permit by the California Department of Fish and Wildlife to conduct small mammal and herpetology trapping in southern California. In addition to effectively executing field survey efforts, Ms. Fraser is also skilled at analyzing and managing data sets, conducting desktop analyses, and preparing technical reports relative to survey efforts and CEQA/NEPA requirements. She is very adept at working within quality, budget, and schedule expectations, and scope-specific assignments in order to meet client and project needs; and also advises clients on best environmental practices and helps coordinate as needed with various state and federal entities.
