Evelyn M. Buenaventura has extensive practical experiences since 1988 as a freelance Consultant assuming various positions as Social Development Specialist, Sociologist/Socio-Economist, Institutional/Community Development Expert, Gender and Ethnic Minority Development Specialist and Resettlement Specialist in various urban and rural development projects funded by WB, ADB, JICA(formerly JBIC), DANIDA and EC in the Philippines, Cambodia, Socialist Republic of Vietnam, USA, and Lao People’s Democratic Republic in agriculture and natural resources, irrigation management, urban and rural water supply and sanitation,community-based tourism, bio-diversity conservation, sewerage, drainage and wastewater treatment, transport and the social protection sectors. She pioneered in the piloting and subsequent institutionalization of the participatory technology in tapping organized farmer irrigators to assume management of operation and maintenance (O&M) of national and communal irrigation systems in NIA, Philippines, an effort formally recognized initially by the WB and now institutionalized mostly by all donor institutions like ADB and JICA with whom she has worked mostly in their funded projects. She has extensive experiences in gender and development, social and poverty assessment, and the social safeguards (ethnic minority development and resettlement). Ms. Buenaventura has also been involved in development projects where capacity-building expertise are required. Ms. Buenaventura is a team player and a multi-tasks worker; works well with any local or international team from various countries and cultures. Ms. Buenaventura completed her Bachelor’s and Master’s degrees in Social Work at the University of the Philippines in Diliman, Quezon City, Philippines where her major concentration was on the administration of social development programs/projects and her minor concentration on gender and development studies.
