Fernando VACCOTTI

Fernando Vaccotti is a Naval Systems Graduate and a Retired Full Captain of Uruguay’s Navy, Staff Officer and holds a PhD, Political Science. 30 years of experience as a Navy Officer. In the Navy he have been appointed to serve in Combat Ships Units, is a Marine (“Fusilero Naval”) and a Navy Diver. He has also served the Naval Aviation in Uruguay. In Uruguay, he has been appointed at the Ministry of National Defense as Chief Special Operations Department and Advisor of the Foreign Affairs Department. He has also contributed to the National Board for the Control of Drug Trafficking and Abuse of Drugs (Presidency).At the UN started in East Timor in 2002. During his long stay in this Asian country, he held different positions. He served at several DPKO stations in Timor Leste and the region (Darwin-Australia & Jakarta, Indonesia). He was part of the South East Inter Command Meeting in Jakarta as UN representative. Nominated as Deputy Chief Military Observer (DCMO) at the DPKO UNTAET and UNMISET mission. Chief Military Observer (CMO) in extended absence of the CMO. Appointed as JOIC (Joint Information & Operations Center) to coordinate PKF, UNMO and CIVPOL operations in the ground. His way of “thinking out the box” solutions is very well known.During UNMISET experience, commanded over 500 officers from 23 countries. In charge of observation, monitoring and reporting duties during different agreements reached to reestablish democracy and negotiate the disarming of the armed group that opposed the government,missions that were successfully accomplished.Along with the UN Department of Political Affairs (DPA), he took part in the border demarcation process of the East Timor-Indonesia border as well as in the repatriation of East Timor refugees in Indonesia.
