He has more than 22 years of rich experience in Engineering Consultancy & Asset Integrity Management Services covering Engineering Certification, Design Appraisals, implementation of Risk Based Inspection (RBI), Reliability Centered Maintenance (RCM), Mechanical Integrity (MI), Safety Integrity Level (SIL) related studies, FMECA for Upstream & Downstream process facilities and in leading Functional Safety Assessment (FSA) for major downstream Oil & Gas facilities. Franklin is TUV certified ‘Functional Safety Engineer’ for conducting SIL studies as per IEC61508/61511 (Certificate Number: TUVFSEng 3411/11) He was with DNV GL Singapore for about 10 years before AGT was kick started. He is certified RBI Engineer by DNV Houston, Texas during the development of base resource document for API RP581 in 1999. He has completed many RBI, RCM, SIL, RAM & FMECA studies for Upstream/Downstream covering Wellheads, Processing Platforms, Refineries, FPSO and Drill Ships and RCM for Upstream Facilities. Notable AGT Asset Integrity services rendered include ‘Functional Safety Assessment’ (FSA) done in phases for Phase1, 1B and 3 facilities of SLNG Corporation (AGT contracted by DNV GL Singapore), which has been completed successfully in Jan 2019. Several FMECA studies, RCM, SIL verification have been completed for Oil and Gas majors such as Transocean, ConocoPhillips Indonesia.
