Hope Dugan

Dr. Dugan’s passion is empowering schools and districts to think innovatively about effective learning strategies and to assist in creating and implementing personalized education plans that truly meet individual learner needs. Her career as an educator includes both teacher and district leadership roles. As a district innovator for Charlotte-Mecklenburg Schools, she led the design, implementation, and evaluation of digital learning programs including instructional design and professional development for online and blended learning. She was instrumental in the creation of the blended learning school and the fully virtual eLearning Academy. Additionally, she led the redesign of physical learning spaces and redefined school libraries to be rich, dynamic learning environments inclusive of dedicated Maker Spaces. Dr. Dugan has been a guest speaker at the Virtual Schools Symposium, North Carolina Distance Learning Association, North Carolina Association for Supervision and Curriculum Development, The Alliance for Excellent Education, Grad Nation Summit, The Learning Council, and The Southeast Evaluation Association. She is a former member of both The North Carolina Virtual Public School Technology Advisory Board and NCVPS Advisory Board. She also served on the CMS Technology and Blended Learning Task Force, a community and district partnership convened to inform the 2018 CMS Strategic Plan. She is currently a William C. Friday Human Relations Fellow.Dr. Dugan is an adjunct professor at Wingate University and in her role at SCDOE she continues to champion districts, schools, teachers, and students through coaching for transformation.
