Hrach Yarmaloyan, Ph.D.

Since April 2021, I am in the position of “National Coordinator in Armenia and Regional Project Manager in EaP Eastern Partnership Regional Fund for Public Administration Reform” implemented by GIZ and a member of GIZ Management Team in Armenia. Since April 2021, I have been elected also as GIZ National Personnel Representative in Armenia. I have acquired my PhD degree in International Law in 2015, and since 2011 been practicing international law, public law with strong focus on constitutional, administrative and other branches of public law, having published numerous scientific articles in national and regional magazines; Since 2011, in different functions in GIZ I have participated in implementation of projects in public law, e.g. Legal and judicial reforms of Armenia, administrative law and justice reforms, ethics and integrity, parliamentary support etc. Experience in project management: 2015-2016 – DV of SFF Project with Ethics Commission of High Ranking officials (incl. Budget management, two international conferences with EU Commission etc., Integrity Handbook for Public Servants developed within the Project was shared with GIZ headquarters receiving highly positive feedback), 2017-2020 – National Coordinator for EaP Parliamentary Sub-Project (with regulation of authority to check, verify and sign contracts), two AIZ trainings in Bonn on Project Managements, Currently Projec Manager in EaP Regional Project etc. · experience with project monitoring and evaluation in the project context – 2018- 2020 Regional M&E coordinator for South Caucasus in Legal Program of GIZ, under coordination of AV responsible for establishment of M&E system for the program, coordination of M&E focal persons in Armenia, Azerbaijan and Georgia · experience in cooperation with complex partner and stakeholder settings: in 2015-2020 - In close coordination with the Team Leader and Program Director of the Legal Program implemented by GIZ, responsible for strategic coordination and cooperation with the political partner (organization and implementation of high level strategic steering with the political partner of the Legal Program - Ministry of Justice and other implementation partners (annual steering meetings, MoUs etc.) · experience with EaP Regional Fund for PAR implemented by GIZ: 2017-2020 I had the honor to be the National Coordinator in Armenia for EaP Sub-Project on Strengthening of EaP Parliamentary Administrations.
