Jessica Méndez Colberg, M.B.A., J.D.

Jessica is a Capital Partner and Vice President of Bufete Emmanuelli, C.S.P., located in Ponce, Puerto Rico. She is a graduate form the Pontifical Catholic University of Puerto Rico Law School, where she received her Juris Doctor and Masters in Business Administration degrees simultaneously and both with a Summa Cum Laude distinction in 2013. In 2009, she received her Bachelor's degree in Business Administration with a major in Human Resources from the University of Puerto Rico, Mayagüez Campus, where she graduated with a Cum Laude distinction. She is also a Certified Mediator from the Bureau of Alternative Methods of Conflict Resolution of the Supreme Court of Puerto Rico. Jessica's law practice includes labor and employment law, business law, torts, contracts and other civil and administrative matters. She also practices consumer law defense in areas such as student loan law, foreclosure and collection of money cases and consumer bankruptcy under Chapters 7 and 13. Since 2016 she has represented unions and other social creditors in the bankruptcy proceedings of the Government of the Commonwealth of Puerto Rico and its instrumentalities under the Puerto Rico Oversight, Management and Economic Stability Act, enacted by Congress to tackle the financial crisis in the Island of Puerto Rico. In such efforts, she represented the union of the Puerto Rico Electric Power Authority and presented oral argument before the Supreme Court of the United States on their behalf, becoming the youngest Puerto Rican female attorney to argue before such Court. Given Jessica's Business Administration and Human Resources background and her ongoing interest on such matter, she has incorporated into her practice advising clients on the best practices for Human Resources Management. She has participated as guest speaker for many conferences to students in the Masters in Business Administration program of the Pontifical Catholic University of Puerto Rico, as well as an annual presentation on legal responsibilities for entrepreneur women participating at Centro para Puerto Rico's business programs.
