John Carter

John Carter serves as Senior Deputy General Counsel for the San Diego Unified Port District, focusing on protecting and improving the natural environment in and around San Diego Bay and the Imperial Beach shoreline. John represents the Port District in environmental litigation, environmental administrative actions, and major real estate transactions pertaining to the invaluable public resources within the Port’s jurisdiction. John has a wealth of experience advancing environmental restoration and remediation projects, leading cost recovery efforts directed at potentially responsible parties and insurers, and addressing environmental issues in connection with some of the most significant coastal brownfield redevelopment projects in California. John also serves as a member of the Executive Committee for the California Lawyers Association’s Environmental Law Section. Prior to joining the Port District John was an environmental and intellectual property litigator at Gibson Dunn & Crutcher. John earned his law degree from the University of San Diego School of Law, graduating magna cum laude and Order of the Coif. John earned his undergraduate degree from the University of California, Berkeley.
