I have over 30 years of meaningful experience in every aspect of managing a large organization which serves the public, including budget preparation, revenue enhancement, policy development and implementation, contract administration, business management, human resources supervision, and organization-wide information technology oversight. For more than four years I served as Assistant General Manager of the Los Angeles Animal Services Department overseeing Budget, Information Technology, Community Outreach, and Human Resources. Efforts to improve controls and management at Animal Services had to factor the need for special diplomacy with the public, a high level of interaction with officials, and extraordinary tenancy to see results, while adhering to the requirements of State and Municipal law. I had brought to my Animal Services assignment over 21 years of experience in the City as a leader and a problem-solver, including 18 months in a chief-of-staff position at the Department of Recreation and Parks. I seize opportunities to design and implement positive change. At Animal Services, I developed a cost-recovery model for setting fees and successfully implemented a complete overhaul of the fee system that yielded a 55% increase in revenue in the first year. When I returned to a position with the Department of Recreation and Parks, I became part of the start-up team for the new Partnership Division, which enhances and expands recreational programs, environmental stewardship, and park infrastructure through public-private partnerships. More recently, I have been assigned oversight of the Volunteer Program in Recreation and Parks, which administers records and provides support for about 25,000 volunteers functioning throughout the many parks, recreation centers, and museums. Also, as the administrator for Program Grants, I identify, apply for, process, and monitor implementation of grants for programs that enhance services to residents.
