Responsible for preparation, review and approval of the majority of proposals (for Mission Systems and Training (MST) and other Lockheed Martin components) including validation of labor and expense records, back-up and certification analysis, and rate updates via Forward Pricing adjustments. Interface with Program and Capture management team to coordinate all aspects of the cost proposal. This progression compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal Request for Proposal (RFP) specifications, especially those subject to TINA. Compile and review Basis of Estimates (BOEs) from all functional areas for compliance, completeness and accuracy. The activity coordinates the collection and accumulation of cost and performance elements from functional departments. Maintenance of all rates, overhead and benefit files along with preparation of Estimate-to-Complete packages are incorporated as required. Supported negotiation teams with documentation and backup as needed. Facilitate the resolution of all customer actions and/or discrepancies.
