Nancy Rogers

My core clients are real estate developers and land owners. I work with clients and their consultant teams to obtain permits and approvals efficiently. My work often begins with code analysis to evaluate the best path to achieve a client's goals. Sometimes, in order to set a better framework for a desired project, code and plan amendments are called for, and if so, I assist in the drafting and lobbying process. I am experienced in negotiating with local government officials regarding permit conditions and environmental review, and have taken many projects through controversial proceedings before hearing examiners and other commissions and councils, as well as defended approvals on appeal in the courts. I also assist clients with due diligence and feasibility analysis. I have significant experience applying local codes throughout Washington, as well as with all of the important State statutes affecting land use, including the State Environmental Policy Act (SEPA), the Growth Management Act (GMA), and the Shoreline Management Act (SMA).
