A. Knowledge of issues related to development and development assistance • Policy advice on development-related issues to the government and CSOs • 10 year in-country experience in promoting and implementing public administration, public finance, social protection system, financial sector, private sector development, accounting/reporting system reforms based on recommendations of the international development organizations. • Incorporation of the international development goals and principles of international conventions into the national programs and budgets B. Programme and Project Management • Hands-on experience in management, coordination and implementation of bilateral/multilateral donor programs and projects, including responsibilities for disbursement, procurement, financial reporting, monitoring and evaluation • Considerable knowledge of the policies, processes and procedures applied by UN agencies, international financial institutions, government institutions and donor agencies in implementing their field operations and policy advice. • Development of partnerships for resource mobilization and arrangement of co-financing for current/pipeline projects C. Advocacy and Representation • Promotion and presentation of sustainable development principles and approaches to the government decision-makers and civil society organizations • Previous experience in representing government interests at international meetings and negotiations D. Foreign Aid Coordination and Resource Mobilization • Establish and maintain regular contacts and exchange of information with relevant departments, head of IFI offices. • Design of resource mobilization strategies • Experience in organization of the donor pledge meetings and conferences, donor coordination meetings, fund-raising campaigns
