Is an executive principal of the Climate Change Unit - Vice Presidency of Sustainable Development at CAF – Latin America’s Development Bank. In his role, he is CAF’s focal point to the GCF, currently overseeing and/or supporting CAF’s portfolio of projects and accreditation standards with the Green Climate Fund, that includes, to date, 4 projects, 7 country – readiness-support initiatives and 1 project proposal, that all together cover a dozen of countries in Latin America, and an estimated investment of more than 800M U$D. Before joining CAF, Oscar was for more than 10 years Climate Adaptation and Mitigation Specialist and Senior Coordinator of Biodiversity and Climate Change at the World Wildlife Fund. In brief, he has more than 18 years’ experience in the climate agenda, nature conservation, sustainable development and humanitarian aid, working as staff, advisor and consultant to numerous governments, public institutions and private organizations. As part of his experience, Oscar led advocacy, engagement and implementation of actions that influence climate, biodiversity conservation and sustainable development policy and practice by bringing climate change and socio- ecological dimensions to the broader mitigation, adaptation and resilience discussion. As part of his policy and advocacy experience, Oscar was a member of WWF´s Global Policy and Advocacy Team & Latin America´s Policy Cabinet, working on national and international policies under: (a) the UNFCCC Framework; (b) the Biodiversity and Climate Change agenda under the Convention on Biological Diversity – CBD; (iii) as Co-Chair of the World Commission on Protected Areas (WCPA)-Climate Change Specialist Group. Oscar also regularly attended multilateral negotiations at the UNFCCC’s and CBD’s COPs since 2014 Oscar has a bachelor’s degree in civil engineering, a master’s degree in environmental and natural resources economics, a master’s degree in risk and disaster management, and is currently a PhD candidate on Sustainability During his career Oscar authored, co-authored and contributed to multiple peer reviewed articles, technical and policy papers and reports, and guidelines on climate finance, climate adaptation and climate mitigation. He also held multiple positions as University Lecturer in different undergraduate and postgraduate programs in Colombia.
