Dr. Wayland is currently serving as the Leader, of the Risk & Benefits Group (RBG) in the Health & Environmental Impacts Division (HEID) of the U.S. Environmental Protection Agency’s (EPA) Office of Air Quality Planning and Standards (OAPQS). In this position he manages senior technical staff and oversees projects related to the protection of public health and the environment utilizing state-of-the-art estimates of risk, exposure and health benefits. In total, Dr. Wayland has over 30-years of academic, government and private sector experience designing, developing and leading environmental programs. Prior to joining HEID, Dr. Wayland led a data integration program in the Measurement Policy Group (MPG) of the OAQPS, which streamlined the flow of electronically-reported emissions and compliance information into the National Emissions Inventory (NEI) / Emissions Information System (EIS). In this role Dr. Wayland coordinated between multiple divisions within OAQPS and across other EPA offices. Dr. Wayland formerly was the Leader of the Energy Strategies Group (ESG) EPA’s OAQPS Sector Policies and Programs Division where he served for over 18 years. In this capacity he managed the development and implementation of air policy and regulations for stationary industrial and utility combustion sources under sections 111, 112 and 129 of the Clean Air Act. Dr. Wayland led the development of the final Mercury and Air Toxics Standards (MATS) rule, the reciprocating internal combustion engine (RICE) amendments, and the Industrial Boiler regulations. He was also instrumental in developing the Agency’s recent greenhouse gas regulations for power plants - Carbon Pollution Standards for new power plants and the Clean Power Plan for existing, modified and reconstructed power plants. Dr. Wayland received his B.A. (1981) and M.S. (1983) in Environmental Sciences from the University of Virginia, and his Ph.D. (1991) in Atmospheric Sciences from N.C. State University.
