I counsel clients on a range of environmental permitting, regulatory compliance and litigation matters, including water quality, wetlands, endangered species, public trust, derelict & abandoned boats, contaminated properties, due diligence in property acquisition, and California's Prop 65. I particularly enjoy helping clients stay out of regulatory trouble, but I'm there when enforcement comes knocking. Within the water realm, and with emphasis on storm water, I assist clients with understanding and implementing evolving rules and permits. For example: permit negotiation, strategies for long term environmental compliance, sensible solutions to compliance issues, resolving agency enforcement and citizen suits, addressing wetlands and coastal issues, drafting lease agreements, contracts & ordinances, among other things. To keep my clients informed, I post regulatory, legislative and judicial updates on my STORM WATER LOG (see link below.) I also follow developments in the increasingly overlapping fields of water quality and supply, where demands on diminishing water resources have shifted the view of storm runoff from a waste to a resource. New State environmental laws and policies make this an exciting time for project innovation!My clients include both public and private entities, such as property owners, municipalities, ports, large companies and small businesses in a variety of business sectors.My work in environmental matters is a synergy of my legal training and science background. As part of my legal training, I earned a Certificate in Environmental and Natural Resources Law from Northwestern School of Law at Lewis & Clark College. Before that, I received a Masters in Marine Biology from the University of Oregon in addition to a B.S. In Biology. My science studies encompassed laboratory and field research as well as coursework in a range of disciplines including biology, chemistry, hydrology, geology and ecosystems.
